Todd T. Turrell
P.E. / Principal

Todd is a graduate in Ocean Engineering from Florida Atlantic University in Boca Raton. He went on to earn a MBA & Professional Engineering Certification from the State of Florida.

Todd has over 20 years of experience in the marine and environmental consulting profession. He and other members of the firm excel in a contemporary working knowledge of Federal, State and Local permitting regulations and requirements. In addition to Todd's experience in Florida, he has been involved in many marine engineering and environmental projects in the Caribbean, focusing primarily on the Bahamas.

Tim Hall
Senior Biologist / Principal

Tim is a Wildlife and Wetlands Ecology graduate from the University of Florida with over 13 years experience in environmental decision making. Tim has worked in Alaska, Central America and Africa conducting wildlife and vegetation surveys. As the Senior biologist Tim oversees the environmental division, managing large projects and is very active in wetlands jurisdiction and protected species issues while maintaining regular contact with state and federal environmental managers.

Marielle Kitchener
Environmental Specialist

Marielle is an Environmental Specialist with a Bachelor of Science degree in Environmental Science from Alabama A&M University. Marielle has been involved in environmental resource permitting, coordinating with various agency staff on company projects, and performing mitigation monitoring and wildlife surveys since 1997 with Turrell, Hall & Associates, Inc.

Quin Kurth
Senior Project Manager

Quin obtained his degree in Marine Biology and Early Childhood Education from Wittenberg University. Quin also spent time in San Salvador, Bahamas studying rocky shorelines and mangrove habitat. Prior to joining Turrell, Hall & Associates, he completed biological surveys and studied fish anatomy with the Florida Fish and Wildlife Conservation Commission. Quin currently coordinates with the firms marina permitting services and liaises with marina construction, in addition to regulatory staff, to keep our projects moving through the complex approval process.

Joseph K. Cunningham
Staff Engineer

Joe graduated with his Bachelor of Science in Ocean Engineering from Florida Atlantic University. He is a staff engineer and works in the designing, permitting and construction management of single-family, multi family, and commercial boat docks and mega-yacht marinas.  Joe pursues Coastal Construction Control Line (CCCL) permits for single family homes and conducts submerged resource surveys and hydrographic studies.  In addition to being a licensed merchant marine, Joe also has an open water dive certification in addition to his private pilots license.

Jeff Rogers
Staff Biologist

Jeff graduated Rollins College with a Bachelor of Science in Environmental Science and a minor in Biology. He spent time in The Galapagos Islands studying terrestrial and marine habitats and ecosystems and is now involved with designing and permitting single-family docks, as well as boat dock extensions and wetland jurisdiction. Jeff is also a licensed Coast Guard OUPV boat captain and a certified open-water diver.

Eric Schneider
Staff Biologist

Eric graduated with a Bachelor of Science in Environmental Science from Rollins College. He spent a summer studying coral reef ecology in the leeward and windward Caribbean islands aboard the Ocean Star research vessel. Eric is involved with both marine and terrestrial biological research and consulting and specializes in the development of landscape management plans.  He is also and advanced open water and rescue diver and a U.S. Coast Guard licensed captain.

Lauren Barber
Staff Biologist

Lauren graduated with a Bachelor of Science in Biology and a minor in Computer Science from Florida Southern College. She is involved in performing wildlife and vegetation surveys, preserve monitoring, environmental resource permitting and coordinating with various agency staff on company projects.

In addition to  experience in Florida, Lauren has been involved in environmental projects located within The Bahamas. Lauren is also a member of the Florida Association of Envronmential Professionals, trained in wetland delineation and a certified open-water diver.

Miles L. “Rocky” Scofield
Marine Construction Consultant

Rocky has over 30 years of experience in the various aspects of construction and permitting with marine and environmentally sensitive projects. He is a graduate of Louisiana Tech University with a Bachelor of Science degree in Geology. Rocky assists with hydrographic surveys, marine structure design and coordinates construction related activities for the firm. Prior to joining Turrell, Hall & Associates, Rocky was president of a large marine construction company for 22 years and was also the owner of a marine lumber supply company.

Ewart G. “Butch” Morgan
Marine Construction Consultant

Ewart G. “Butch” Morgan, Marine Construction Consultant -- Butch has over 35 years of experience in construction and marine related projects. He was a partner in a marine construction company for five years and a manager for an additional five years. He's a two term president of The Marine Industries Association of Collier County and a member of the National Congressional Committee Business Advisory Council. Butch assists with marine design, estimations, utility and component requirements, permitting, and construction coordination for the firm.

Stephen Scammell
Senior IT Manager

Stephen has spent 7 years with Turrell, Hall & Associates performing all of our graphics and I.T. needs. Stephen spent 4 years doing architectural, engineering, and 3D graphics prior to joining the firm, and now manages our CAD department.

Greg B. McKinney
Marine Construction Consultant

Greg has over 25 years of construction experience. Respected for his expertise involving marine construction, Greg is recognized for his hands on approach, innovative technique and attention to detail.

Jon C. Staiger, Ph.D.
Marine Consultant

Jon is a marine biologist with more than 40 years of ecological experience working in Florida, the Gulf of Mexico and Caribbean Sea, and the Tropical Atlantic and Eastern Tropical Pacific. Dr. Staiger was the Natural Resources Manager for the City of Naples from 1986 to 2005. In that position, he provided environmental policy guidance and advice to all City Departments as well as to the Mayor and City Council and to their appointed advisory boards. In addition, he was involved in the stormwater management program, which is focused on reducing pollution loading to Naples Bay and other City lagoon/wetland systems.

A 1960 graduate of the University of Michigan, he received his M.A. from Boston University in 1962 and his doctorate from the University of Miami in 1970. From 1966 to 1979 he was a staff and faculty member at Miami, where he was responsible for coordinating and conducting field operations for biological oceanographic projects, while carrying out research on the ecology of deep-sea fishes.

Josh Sennett
CAD design/draftsman

Josh recently graduated with a Bachelor of Fine Art in Industrial Design from the Rochester Institute of Technology. He has experience in manufacturing and graphic design, specifically 2D and 3D CAD drafting and modeling.

Ted Rodrigo
CAD design / Draftsman
As a CAD Design and Drafting Technician, Ted assists with hydrographic surveys, marine structure drawings and related computer-aided design activities for the firm.

Before joining Turrell, Hall & Associates, Inc., Ted has acquired over 20 years in Large Commercial, Office/Warehouse and Residential Civil Design experience in S.W. Florida as a Senior Design Technician. He also has vast experience in County, State Permitting and Application Process for those projects.
Lee Russell
Office Manager

Lee graduated from Florida State University and also attended Western State College in Colorado. Lee is in charge of office information coordination and has had experience in office management in many different settings.

Amanda Horton
Technical Coordinator

Amanda attended Edison College and is a native to Naples, Florida. With 5 years experience in office administration, Amanda acts as a Technical Coordinator to the rest of the staff to help the office run smoothly.

Jessica Stubbs
Intern Biologist
Jessica recently graduated from The University of North Carolina at Chapel Hill with a Bachelor of Arts in Environmental Studies and a minor in Marine Sciences. She is involved with Geographic Information Systems research and analysis, wildlife and vegetation surveys, and coordinating projects with various organizations.
