Todd T. Turrell
P.E. / Principal

Todd is a graduate in Ocean Engineering from Florida Atlantic University in Boca Raton. He went on to earn a MBA from Nova Southeastern University & a Professional Engineering certification from the State of Florida.

Todd has over 20 years of experience in the marine and environmental consulting profession. He and other members of the firm excel in a contemporary working knowledge of Federal, State and Local permitting regulations and requirements. In addition to Todd's experience in Florida, he has been involved in many marine engineering and environmental projects in the Caribbean, focusing primarily on the Bahamas.

Tim Hall
Senior Biologist / Principal

Tim is a Wildlife and Wetlands Ecology graduate from the University of Florida with over 13 years experience in environmental decision making. Tim has worked in Alaska, Central America and Africa conducting wildlife and vegetation surveys. As the Senior biologist Tim oversees the environmental division, managing large projects and is very active in wetlands jurisdiction and protected species issues while maintaining regular contact with state and federal environmental managers.

Marielle Kitchener
Environmental Specialist

Marielle is an Environmental Specialist with a Bachelor of Science degree in Environmental Science from Alabama A&M University. Marielle has been involved in environmental resource permitting, coordinating with various agency staff on company projects, and performing mitigation monitoring and wildlife surveys since 1997 with Turrell, Hall & Associates, Inc.

Josh Maxwell
E.I.T.
Josh obtained his Bachelor of Science in Ocean Engineering from Florida Atlantic University. He is an engineer in training (E.I.T.) and works in the designing, permitting and construction management of single-family boat docks. Josh is also an open water diver, an Eagle Scout, and stays active in the local community.
Jeff Rogers
Staff Biologist

Jeff graduated Rollins College with a Bachelor of Science in Environmental Science and a minor in Biology. He spent time in The Galapagos Islands studying terrestrial and marine habitats and ecosystems and is now involved with designing and permitting single-family docks, as well as boat dock extensions and wetland jurisdiction. Jeff is also a licensed Coast Guard OUPV boat captain and a certified open-water diver.

Lauren Barber
Staff Biologist

Lauren graduated with a Bachelor of Science in Biology and a minor in Computer Science from Florida Southern College. She is involved in performing wildlife and vegetation surveys, preserve monitoring, environmental resource permitting and coordinating with various agency staff on company projects.

In addition to  experience in Florida, Lauren has been involved in environmental projects located within The Bahamas. Lauren is also a member of the Florida Association of Envronmential Professionals, trained in wetland delineation and a certified open-water diver.

Miles L. “Rocky” Scofield
Marine Construction Consultant

Rocky has over 30 years of experience in the various aspects of construction and permitting with marine and environmentally sensitive projects. He is a graduate of Louisiana Tech University with a Bachelor of Science degree in Geology. Rocky assists with hydrographic surveys, marine structure design and coordinates construction related activities for the firm. Prior to joining Turrell, Hall & Associates, Rocky was president of a large marine construction company for 22 years and was also the owner of a marine lumber supply company.

Ewart G. “Butch” Morgan
Marine Construction Consultant

Ewart G. “Butch” Morgan, Marine Construction Consultant -- Butch has over 35 years of experience in construction and marine related projects. He was a partner in a marine construction company for five years and a manager for an additional five years. He's a two term president of The Marine Industries Association of Collier County and a member of the National Congressional Committee Business Advisory Council. Butch assists with marine design, estimations, utility and component requirements, permitting, and construction coordination for the firm.

Michael J Kurtz
Marine Construction Consultant

Michael J. Kurtz is a licensed marine contractor with over 30 years experience in all phases of marine related work: Construction oversight, design, material takeoffs, bidding process, project layout, coordinate construction activities with sub contractors, organize projects through completion, ensure equipment is organized and maintained, equipment operator.

Brian Benton
CAD / GIS
Brian has been working with CAD as a designer for over 16 years, and has a degree in Design Drafting from Edison State College.  He has been working with GIS for over 4 years.  Brian’s previous experience includes the mechanical, structural, and civil engineering fields, surveying, IT, and more.  Brian is a columnist for AUGI World Magazine, AUGI Hotnews, a contributing author to Cadalyst Magazine and serves as AUGI’s International Coordinator.
Lee Russell
Office Manager

Lee graduated from Florida State University and also attended Western State College in Colorado. Lee is in charge of office information coordination and has had experience in office management in many different settings.

Amanda Horton
Administrative Assistant
Amanda is a native to Naples, Florida.  She attended Edison State College, majoring in business administration.  With over 7 years in office administration, Amanda assists the rest of the staff to keep the office running smoothly.
