Todd T. Turrell
P.E. / Principal

Todd is a graduate in Ocean Engineering from Florida Atlantic University in Boca Raton. He went on to earn a MBA from Nova Southeastern University & a Professional Engineering certification from the State of Florida.

Todd has over 20 years of experience in the marine and environmental consulting profession. He and other members of the firm excel in a contemporary working knowledge of Federal, State and Local permitting regulations and requirements. In addition to Todd's experience in Florida, he has been involved in many marine engineering and environmental projects in the Caribbean, focusing primarily on the Bahamas.

Tim Hall
Senior Ecologist / Principal

Tim has a post-graduate degree in Wildlife and Wetlands Ecology from the University of Florida and is a Principal at Turrell, Hall & Associates, Inc.  Tim worked in Alaska, Central America, and Africa conducting wildlife and vegetation surveys as well, prior to joining the Turrell team.  As the Senior Ecologist for the firm Tim oversees the environmental division, managing large projects and is very active in wetlands jurisdiction and protected species issues while maintaining regular contact with state and federal environmental managers.

Marielle Kitchener
Environmental Specialist

Marielle obtained her Bachelors of Environmental Science from Alabama A&M University and has been an Environmental Specialist for the firm since 1997 and Operations Manager since 2007. She is typically involved in wetland assessments; mitigation monitoring; wildlife surveys; compliance oversight for permits; sovereign submerged lands issues; habitat restoration and management plans; creating Spill Prevention Control and Countermeasure Plans (SPCCPs) for marina facilities; creating Fire Prevention and Contingency Plans for marina facilities; creating Hurricane Preparedness Plans for marine facilities; and Environmental Management Plans (EMPs) for Bahamian projects.

Marielle particularly specializes in post-permit compliance, helping to guide clients through the time-sensitive special conditions which must be met after permit issuance and the drafting of drafting various management plans required to meet those conditions.
Jeff Rogers
Biologist

Jeff earned his Bachelor of Science Degree in Environmental Science from Rollins College in 2005. As a Biologist with Turrell, Hall & Associates, Inc. Jeff has been involved with single-family dock and marina permitting, threatened and endangered species surveys, submerged resource surveys, vegetative mapping and classification, jurisdictional wetland determinations, preserve management and monitoring, environmental resource permitting and coordinating with various agency staff on company projects. Jeff specializes in assisting our many single-family clients with local boat dock extension permitting, variances for setbacks, variances for boat roofs, and state and federal environmental resource permitting.
Lauren Gibson
Biologist

Lauren obtained her Bachelor of Science in Biology and a minor in Computer Science from Florida Southern College in 2005. As a Biologist for our firm, she is involved in performing wildlife and threatened and endangered species surveys, submerged resource surveys, vegetative mapping and classification, jurisdictional wetland determinations, preserve management and monitoring, environmental resource permitting (ERP), Coastal Construction Setback Line (CCSL) permitting, Coastal Construction Control Line (CCCL) permitting, and coordinating with various agency staff on company projects.

In addition to her experience in Florida, Lauren is also heavily involved in environmental projects located within the Bahamas and prepares the Environmental Impact Assessments and Environmental Management Plans for the firm.
Josh Maxwell
E.I.T.

Josh is an Engineer in Training (E.I.T.) with the firm, who obtained an Ocean Engineering degree at Florida Atlantic University in 2008. As an E.I.T., Joshua works closely with State, Federal, and local government agencies to obtain approvals for a number of marinas and marine-related projects. His responsibilities with the firm include submerged and benthic resource analyses, waterfront development and design assistance, marine species surveys, obtaining preliminary water depths with our HYPACK System for project planning purposes, environmental resource permitting, marine construction management oversight, marine construction plan preparation, marine construction bid preparation, and performing flushing and hydrographic studies.
Miles L. “Rocky” Scofield
Marine Construction Consultant

Rocky has over 30 years of experience in the various aspects of construction and permitting with marine and environmentally sensitive projects. He is a graduate of Louisiana Tech University with a Bachelor of Science degree in Geology. Rocky assists with hydrographic surveys, marine structure design and coordinates construction related activities for the firm. Prior to joining Turrell, Hall & Associates, Rocky was president of a large marine construction company for 22 years and was also the owner of a marine lumber supply company.

Ewart G. “Butch” Morgan
Marine Construction Consultant

Ewart G. “Butch” Morgan, Marine Construction Consultant -- Butch has over 35 years of experience in construction and marine related projects. He was a partner in a marine construction company for five years and a manager for an additional five years. He's a two term president of The Marine Industries Association of Collier County and a member of the National Congressional Committee Business Advisory Council. Butch assists with marine design, estimations, utility and component requirements, permitting, and construction coordination for the firm.

Michael J Kurtz
Marine Construction Consultant

Michael J. Kurtz is a licensed marine contractor with over 30 years experience in all phases of marine related work: Construction oversight, design, material takeoffs, bidding process, project layout, coordinate construction activities with sub contractors, organize projects through completion, ensure equipment is organized and maintained, equipment operator.
Lee Russell
Office Manager

Lee graduated from Florida State University and also attended Western State College in Colorado. Lee is in charge of office information coordination and has had experience in office management in many different settings.

Amanda Horton
Administrative Assistant

Amanda is a native to Naples, Florida.  She attended Edison State College, majoring in business administration.  With over 7 years in office administration, Amanda assists the rest of the staff to keep the office running smoothly.
